Forrest Roberts on Increasing Beef Checkoff- We Need More Checkoff Dollars- State or Federal- Not Less

Efforts to possibly double the current federally authorized dollar per head checkoff continues- and Forrest Roberts, Chief Executive Officer of the National Cattlemen's Beef Association, believes that progress has been made in moving closer to that second dollar to spend on promotion, research and education on behalf of cattle producers. The NCBA is one of nine organizations that have ties to the cattle industry that have been meeting for three years in an effort to find a way for all of these groups to endorse the legislation and then hold a referendum for cattle producers to vote their minds on that additional dollar.
Roberts talked with Farm DIrector Ron Hays at the recent Summer Cattle Industry Conference where it was decided by the NCBA Board of DIrectors- both the Policy side and the Federation side- to continue to allow the Beef Checkoff Task Force Reps from the group to continue to work with other organizations as a MOU- Memorandum of Understanding is finalized which will flesh out the details of a tenative agreement that came together earlier in the summer. The Board instructed the producers and staff working on this proposal to bring the MOU, once complete, back to the full Board for consideration. According to several board members, the intent was for that to happen next February, but there has been talk of trying to hold a teleconference of the full Board to get approval before that.
Roberts contends that it will be worth the effort to go after a second federal dollar, even if several major states, led by top cattle producing state Texas, have worked for and gotten a state level dollar for the industry to combine with the existing dollar for promotion and research. In the case of Texas, the state controlled dollar will be handled by the same members of a board that make up the existing Texas Beef Council and can be used in-state or nationally through the Federation of State Beef Councils if Texas earmarks money that direction. Oklahoma now has the authorizing legislation that became law earlier this year that sets the stage for cattle producers to sign a petition- and if enough producers in the state sign that petition, that would authorize a vote of cattle producers to authorize a checkoff of an additional amount that would also be controlled at the state level.
Roberts says it is not a matter or either/or but that we need both. He thinks cattle producers need to study that was released this summer that shows an $11.20 return for each dollar of the current checkoff contributed. That type of ROI calls for both a state dollar and an extra federal dollar, according to Roberts.
