USMEF's Joel Haggard Expects China to Start Buying More U.S. Beef as They Fully Implement Phase One Agreement On Today’s Beef Buzz, we hear comments from Joel Haggard, U.S. Meat Export Federation senior vice president for the Asia Pacific region, regarding the rapid movement by China to implement the Phase One trade agreement to buy more U.S. beef.

U.S. beef producers are seeing more potential sales to China as exports are no longer limited to beef from cattle less than 30 months of age. China has adopted international standards for growth hormones commonly used in beef production, rather than enforcing a zero-tolerance policy.

Haggard said U.S. beef exports to China have been rather limited, amounting to only about $86 million in 2019, ranking 8th among all exports in terms of beef value.

In addition, China is allowing importers to apply for relief from retaliatory duties on U.S. beef. When successful, this process can lower the effective tariff rate on U.S. beef entering China from 42 percent to the most-favored-nation rate of 12 percent.

Haggard said the USMEF offices are ramping up their efforts to educate industry and trade officials as they prepare to fully implement the agreement and gear up exports.

The USMEF official said it is also a strong positive that as China recovers from the COVID-19 outbreak, his organization is working with China to reopen restaurants and stores as they strive to sell more U.S. beef.
He said 2020 could be the year to really establish U.S. exports in China.

In the photo with today's story, in 2017 the U.S. Meat Export Federation participated in a media reception marking the return of U.S. beef to China. U.S. Agriculture Secretary Sonny Perdue and U.S. Ambassador to China Terry Branstad addressed attendees, along with National Cattlemen’s Beef Association (NCBA) President Craig Uden, a cattle feeder and rancher from Elwood, Nebraska.

Other U.S. guests included Greg Ibach, director of the Nebraska Department of Agriculture, and NCBA President-elect Kevin Kester, a rancher from Parkfield, California. The reception was funded through support from the Nebraska Beef Council.

Joel Haggard, USMEF, emceed the event. He thanked Secretary Perdue and his USDA team for negotiating the final agreement that restored access for U.S. beef, which had been absent from the Chinese market since the December 2003 BSE case.
