NCBA Working With Congress To Get Additonal COVID-19 Relief For Producers, Including Extending April 15 Marketing Deadline Into June

Cattle producers were included in the Coronavirus Food Assistance Program (CFAP) but the April 15 cut off for marketed cattle severely limited payments. Colin Woodall, CEO of the National Cattlemenís Beef Association, recently told Radio Oklahoma Ag Network Farm Director Ron Hays they are working to correct that restriction.

The NCBA continues to work with Congress to get relief for producers who sold their cattle after April 15 deadline, Woodall said. Feeder and Stocker cattle over 600 pounds that were sold up to April 15th received CFAP Compensation of $139 coming out of the CARES act funds, while animals sold April 16th thru mid May were eligible for only $33 from the CCC Part 2 Payment Rate.
We know agriculture is likely to be a part of an additional COVID-19 relief package and we need to extend the April 15 date into June to help cover as many losses as possible, Woodall said.
We are optimistic we can get that done as the feedback weíve received from Congress has been positive, he said.
Timing is critical as Congress doesnít have a lot of time left on the legislative calendar.
Election year politics is definitely going to slow that process down, Woodall said.
CFAP funding is not the only COVID-19 related package Congress is working on. Woodall said improving the meat processing system is also on the agenda.
Everybody agrees we need more processing capacity, Woodall said. The question is where we are going to get the investment dollars.
Some of the things NCBA is working on include getting more opportunities for smaller operations using things like e-commerce for smaller plants to sell across state lines.
He noted the RAMP UP Act (pushed by U.S. Rep. Frank Lucas R-OK) to help find additional funds to build new plants or expand current facilities.
One thing NCBA doesnít support is the Sen. Grassley bill to mandate 50 percent cash traded cattle.
This is not a new thing for him, Woodall said.
We donít like mandates because our experience has not been positive, Woodall said.
We do agree that there is a need for more cash trade as it leads to more robust price discovery, Woodall said.
That concept will be a top issue up for discussion at the summer NCBA conference later this month in Denver, Colo.
