Senate Legislation Establishing Percentage of Cash Versus Negotiated Cattle Trade Examined by NCBA's Ethan Lane

Legislation by Sen. Chuck Grassley (R-IA) to increase competition and transparency among packers is continuing to attract attention from the cattle industry said Ethan Lane, NCBA vice president of government affairs.
This is a bill we have been opposed to in the past, Lane said.
It really has to do with how much negotiated trade you're seeing in different parts of the country, Lane said.
If you're in an area where they are already trading 50 percent of their cattle on cash, this bill fits, but in Texas or Kansas, it is out of step with the volume of cash cattle trade, Lane said.
A lot of this conversation has centered on regional differences, Lane said.
The academic and economic community tells us to be more specific to the region, Lane said.
NCBA remains opposed to this bill at this current time.
Interestingly, Sen. Cory Booker D-NJ), urban legislator, vegan and new member of the Senate Ag Committee, has signed on with the bill.
Sen. Booker is not a guy that is interested in keeping the cattle industry viable, Lane said.
Meanwhile, Sen. Deb Fischer (R-NE) has legislation focusing on a regional approach.
Her bill in the current form defers a lot of the decision on negotiated versus cash trade to the USDA.
We're going to continue to communicate with Sen. Fisher and USDA, Lane said.
There's a lot of good stuff in that bill so we will continue to work with her on it, he said.
Voluntary, authentic negotiated trade is always going to be a better economic choice, he said.
We don't support a mandate, Lane said.
Federal enforcement is the big question hanging over the measures, Lane said.
We have to solve the negotiated issue in a way that doesn't screw up our market and that's going to take everyone working together, Lane added.
