OCA's Michael Kelsey Praises Legislation Establishing Cattle Theft Registry But he Says There Are Still More Legislative Issues to be Resolved

With about one month left in the Oklahoma Legislative session, Michael Kelsey, executive vice president of the Oklahoma Cattlemen's Association, said there are some key issues they are focusing on.
During an interview this week with Radio Oklahoma Ag Network Farm Director Ron Hays, Kelsey one big issue has already been resolved as Gov. Stitt has signed into law SB 775 which establishes a livestock offender registry.
This is a great bill, Kelsey said, who credited State Sen. Casey Murdock (R-Felt) and State Rep. Eddy Dempsey (R-Valliant) for authoring the bill.
Anything we can do to increase the penalty for cattle theft we're interested in, Kelsey said.
This gives us a clearing house point of information for anyone who has been convicted of cattle theft, he said.
It's a central clearing house of public information in one location.
Another area attracting OCA's attention this legislative session is the ag sales tax exemption.
This is very important to us, he said.
We've got a lot of inconsistencies across the renewal and the process to become eligible both at the Oklahoma Tax Commission as well as the county assessor level, Kelsey said.
We need some consistency as to what do I as a producer have to do to qualify, he stated.
Let's make sure the legitimate producer is qualified to receive it without jumping through a lot of hoops, Kelsey said.
At the same time, we want to protect it from fraud, he added.
The OCA, along with other ag groups are working on a bill that will hopefully resolve some of these concerns.
Budget reconciliation and additional funds for the state's meat inspectors are two other major areas OCA is watching closely.
Kelsey said legislative leaders on both sides of the aisle have committed to securing additional funding for five more meat inspectors.
