NCBA's Ethan Lane Says 75 Percent Plan is Working But Much More Work Remains to Get Robust Price Discovery During last summer's NCBA conference, cattle producers created a voluntary framework to achieve robust price discovery in the fed cattle market.

The program, called the 75 percent plan because it is designed to provide negotiated trade and packer participation benchmarks, has had an impact, said Ethan Lane, NCBA vice president of government affairs.

We're seeing an increase in cash trade but it's still really obvious there is a lack of tools for producers who would like to market their cattle that way, Lane said.

This is a really complex market, and we have a lot of producers who like the way they're marketing cattle now and don't necessarily want to be told to market them differently, Lane said.

The long tail of the pandemic keeps hanging over the market as large supplies of cattle combined with limited packing capacity have kept a lid on prices.

It feels like someone is dangling a carrot and keeps pulling it away, Lane said.

Market disruptions continue to occur, and Lane hopes cattle producers will soon be able to take advantage of the increased beef demand.

The surge in beef demand is a good problem to have but it is a problem that our producers aren't making any of that money, Lane said.

The 75 percent plan will be reviewed during the upcoming NCBA summer conference in Nashville, Aug. 10-12.
