Upcoming Cattle Industry Policy According to OCA's Michael Kelsey

With both the Oklahoma Cattlemen's Association Annual Convention and Tradeshow along with the National Cattlemen's Beef Association Convention quickly approaching, so is the preparation for cattle industry policy discussion.
OCA Executive Vice President, Michael Kelsey, said the leadership of the organization have been hard at work planning for the July 23-24 OCA Convention discussion of issues he believes will mirror those discussed at the NCBA Convention later in August.
Kelsey said he specifically anticipates there will be a conversation of live cattle cash trade and its negotiation.
This past May, three task forces were appointed by the organization. The task forces were to focus on the cattle marker transparency question, the response of the Cattle Industry to the McGirt Supreme Court Ruling and the problems being cause in rural Oklahoma by the explosive growth of marijuana production in parts of Oklahoma.
On that first topic, Kelsey believes that the recommendations from the Task Force will be a starting point that will help OCA's viewpoint be heard in Nashville next month.
On the second issue that has been considered by a Task Force, he believes there will also be a robust discussion regarding the McGirt v. Oklahoma Supreme Court ruling, Kelsey said.
Kelsey said they have a proposed directive to NCBA regarding tribal sovereignty issues that will be debated by cattle producers.
Kelsey added he believes discussion is warranted due to the fact that the McGirt case could have far reaching implications just Oklahoma alone.
If the membership adopts this directive, it would ask NCBA to engage more actively on some of the tribal sovereignty issues on a federal basis, and Oklahoma would participate, Kelsey said.
"Most of the members I have talked to, almost without exception, say the issue is the consistency of law," Kelsey said. "For over 100 years, we have been under Oklahoma law, but McGirt has the ability to change that completely in some cases."
It is solely for the Major Crimes Act currently, but if it is carried forward it could go into tax authority, environmental authority, and more, he said.
"The draft at this point in time says we prefer the way it was, simply because that is consistent," Kelsey said. "But, if it is not going to be that way, then we are going to ask our association (OCA) to engage with the tribes and try to establish consistency in the law directly applicable to us."
Regardless of who is in charge and where the process takes them, Kelsey said the main goal is to achieve consistency for all.
