Oklahoma State Treasurer’s Office Advocates for Transparency and Oklahoma Values in Corporate Governance

The Oklahoma State Treasurer’s Office is taking steps to ensure Oklahoma voices are heard on issues impacting the state and the nation. Through research and shareholder proposals, the office is addressing corporate governance concerns to reflect Oklahoma’s values and protect the interests of its citizens and investments of the Tobacco Settlement Endowment Trust (TSET).

In a November Board of Investors meeting, Treasurer Todd Russ emphasized the importance of shareholder accountability in an era where corporate agendas can sometimes be influenced by outside interests without shareholder input. Proposals brought forward aim to increase transparency and ensure the full story on critical social and financial issues is presented to shareholders. By putting these proposals on ballots, Oklahoma can create opportunities for robust dialogue and direct shareholder voting.

“It’s vital that shareholders—not just corporate and outside activists—decide on policies that impact businesses and our communities,” said Treasurer Russ. “The proposals we’re putting forward provide Oklahoma shareholders, including TSET, a seat at the table to express their values and priorities. This process ensures that selections reflect Oklahoma’s perspectives and economic interests instead of being driven by unchecked corporate agendas.”

The Treasurer’s Office, alongside research partners, has identified key areas where shareholder activism has placed undue influence on corporate governance, sometimes to the detriment of long-term investment returns. By encouraging ballot proposals, Oklahoma is working to safeguard shareholder rights and hold corporations accountable to the principles of free speech, economic neutrality, and long-term financial stewardship.

This effort underscores the role of state leadership in championing the interests of citizens, public trusts like TSET, and the broader economy. Putting these matters on ballots is a critical step toward transparency and shareholder empowerment.
