Before arriving at NMPF he served as the Chief Agricultural Negotiator in the Office of the United States Trade Representative from 2018 until 2021; before that, he served as the president of the Commodity Markets Council, representing commodities exchanges before Congress and federal agencies. He also has served as a staff member for the United States Senate Committee on Agriculture, Nutrition and Forestry.
Shawna Morris serves as Executive Vice President of Trade Policy and Global Affairs at NMPF. In this role she leads the organization’s efforts to advance beneficial dairy trade policies through work with the U.S. and foreign governments as well as with domestic and international allied organizations to maximize U.S. dairy export opportunities, promote a more balanced playing global field for the U.S. dairy sector, and address policy-related barriers to the sale of their dairy products around the world.

He also provides government relations and advocacy support for the U.S. Dairy Export Council, leading the U.S. dairy industry in international trade negotiations. In his more than 35-year career in agriculture, he has held policy positions with USDA and the National Center for Food and Agricultural Policy.
Tony Rice serves as the Trade Policy Director at NMPF, where he leads efforts to develop, implement and communicate strategies that support U.S. dairy exports. William Loux serves as the Senior Vice President of Global Economic Affairs for NMPF and the U.S. Dairy Export Council. In this role, he leads the two organizations’ joint economics team, which provides forward-looking analysis and insight into U.S. and international dairy markets. Will and his team are frequent speakers at various U.S. and global dairy conferences and engage closely with stakeholders from around the world to forecast market dynamics and their effects on the U.S. dairy industry.
