The Office of Management and Enterprise Services (OMES), in partnership with the Oklahoma Health Care Authority (OHCA), has approved premium rates for health, dental, life, disability and vision insurance products to be offered to state, education and many local government employees, retirees and their dependents for Plan Year 2026.
All rates recommended by the Oklahoma Employees Insurance and Benefits Board (OEIBB) were approved, with the exception of HealthChoice. OMES asked HealthChoice to re-examine its proposed rates for 2026, and as a result, members will see no increases this year. HealthChoice may submit revised rates for Plan Year 2027.
“Public servants across Oklahoma rely on these benefits, and it’s important they can count on dependable, affordable coverage,” said OMES Director Rick Rose. “We’re grateful to work alongside OHCA to make sure members have stability today while we chart the path forward together for future plan years.”
While OMES maintains the authority to approve carrier rates, OHCA assumed responsibility for administering the plans in 2024. Together, OMES and OHCA are committed to providing members with a dependable benefits system and collaborating on long-term solutions that best serve employees and their families.
Members will continue to have access to a wide range of insurance options from multiple carriers in Plan Year 2026.
School districts and local government entities with questions about care plans can reach out to OHCA’s Employees Group Insurance Division at 405-717-8780 or 800-752-9475.
State employees with questions about care plans can reach out to OMES’ Employee Benefits Department at 405-522-5528.
Government and education employees can expect to enroll in 2026 plans this fall during the state’s annual Open Enrollment and Option Period. The approved rates will take effect Jan. 1, 2026. To find all plans and rate changes, please review the chart here.
