
This week, PLC is celebrating a step forward with BLM’s withdrawal of PIM 2025-004, a Permanent Instructional Memorandum entitled: Setting Priorities for Review and Processing of Grazing Authorizations and Related Livestock Grazing Monitoring, and Incorporating Thresholds and Responses into Grazing Permits/leases.
In December 2024, the BLM implemented a series of memoranda related to program implementation in areas they were not able to promulgate rules during the Biden Administration. Among these memorandums was PIM 2025-004, which would have delayed grazing permits in several states, required a risk of contact model in areas with bighorn sheep populations, and confused the management of areas with sage-grouse populations.
PLC thanks Secretary Burgum, BLM Acting Director Raby, and other Interior leadership for taking this important step to clarify policy and ensure ranchers and BLM staff are able to use a science based, commonsense approach to land management.
