U.S. Agriculture Secretary Brooke Rollins and Under Secretary Luke Lindberg visited the United Kingdom in September 2025 to promote American ethanol exports, building on a recent U.S.-U.K. trade deal. The visit was part of a broader “T.R.U.M.P. Mission” to connect American agricultural producers with international buyers.

United States Agriculture Secretary Brooke Rollins and Under Secretary Luke Lindberg visited the United Kingdom in September 2025 to promote U.S. ethanol exports. The visit was a key part of the administration’s “T.R.U.M.P. Mission” to connect American agricultural producers with international markets.

During the trip, Secretary Rollins met with UK leaders, including her new counterpart Emma Reynolds, and shared her message on the social media platform X. She emphasized the U.S. and UK’s status as “trusted partners” and highlighted the mutual benefits of the trade relationship. Rollins stated their goals were to increase the supply of “US ethanol to UK consumers,” support the UK’s move from E10 to E15 fuel, and unlock “new opportunities for sustainable fuels.” She concluded by affirming the administration’s “Farmers FIRST” agenda.

Secretary Rollins said on X “Productive meeting with UK leaders today at @10DowningStreet , and especially enjoyed connecting with my newly appointed counterpart, Emma Reynolds. The US and UK are trusted partners, and together we’re working to support the UK’s energy needs while opening new doors for America’s farmers.

➡️ Supplying more US ethanol to UK consumers
➡️ Supporting the UK’s move from E10 to E15
➡️ Unlocking new opportunities for sustainable fuels

It’s a win-win: affordable energy for UK families and bigger markets for US farmers and producers. Farmers FIRST, always.”

The visit focused on several key objectives:

  • Boosting Exports: The U.S. delegation met with UK government and industry leaders to increase the volume of U.S. ethanol sold in the UK. The team set ambitious goals of exporting an additional 677 million liters in 2025 and 1.4 billion liters in 2026.
  • Reducing Tariffs: The trip followed a trade agreement from May 2025 that secured duty-free access for a quota of U.S. ethanol, eliminating a previous 19% tariff.
  • Promoting E15 Fuel: The U.S. officials advocated for the UK to transition from its current E10 fuel to an E15 standard to further boost market demand for ethanol.
  • Supporting UK Energy Goals: U.S. officials framed the increased use of American ethanol as a way to help the UK meet its energy security and net-zero goals.

The delegation included representatives from major U.S. ethanol trade associations, such as the Renewable Fuels Association and Growth Energy. It held meetings with key figures from the UK’s Department for Energy Security and Net Zero. The UK is an increasingly important market for U.S. ethanol, as the shutdown of its domestic bioethanol production facilities has made it more reliant on imports.

Ambassador Warren Stephens said on X “Thanks to @POTUS, U.S. ethanol exports are rising for U.S. farmers and bringing affordable American energy to the UK. Great to welcome @SecRollins back to the UK and join her in a meeting with U.S. industry leaders on the opportunities for U.S. ethanol, and the next steps to implement the historic U.S.–UK economic prosperity deal.”
