Recent Price Discovery Challenges To Be Discussed This Morning At NCBA Summer Meeting In Denver

The recent USDA report on boxed beef and fed cattle price spread investigation will be
a part of the hot topic of Price Discovery
this morning during the Live Cattle Marketing Committee meeting at the NCBA summer meeting in Denver, Colo.

NCBA, director of government affairs and market regulatory policy visited with me about that topic as the Radio Oklahoma Ag Network is only one of two radio broadcast outlets covering the event live..
The USDA report went into more detail about some of the things than what we already knew, Beymer said.
What we saw in that report is what we expected out of USDA, he said.
The USDA Report provides some late breaking information for the Committee to consider- while the Committee will also hear from the Live Cattle Market Taskforce that is being chaired by President Elect

, a feedlot industry veteran from Kansas.
However- the real action
this morning will come from resolutions from the states. One in particular will carry the recommendation of several states- we are told that Iowa and Nebraska are helping lead on it- those states have expressed support for the Charles Grassley "50-14" Senate bill which would require major beef processors with at least two plants to buy fifty percent of their cattle on the open market and then take delivery of those cattle within 14 days.
Studies have shown that close to that number of cattle are sourced in the open market in the corn belt (think Iowa- Nebraska) while closer to five percent are priced in the open market in the southern feedlots- Kansas, Oklahoma and Texas.
The language would strike the word "encouraging" negotiated trade in all cattle feeding regions and would direct NCBA to support a "legislative or regulatory solution" that would increase negotiated trade across all feeding areas and on a plant by plant basis.
The meeting to discuss this and possibly change the direction of NCBA policy happens this morning.

NCBA President Marty Smith Explains Key Issues
Need Face-To-Face Discussion- That's Happening Here in Denver

The National Cattlemen’s Beef Association summer business meeting is underway in Denver, Colo. and President
Marty Smith
and I talked about some of the issues the group is discussing.
Like everybody else we have used technology for virtual meetings, but we’re faced with some difficult challenges and there are a lot of divergent opinions, Smith said. The virtual meetings allowed everybody to voice their positions, but we are so used to meeting and making our deals in person and felt if we are going to make any progress we had to meet in person, Smith said.
One of the key issues the cattle group is working on has deep roots in the industry.
The one that everybody is talking about is live cattle marketing, Smith said. This has been around since the beginning of a cattlemen’s organization, but the Holcomb fire last year and the Covid deal hit us hard, Smith said.
We had appointed a working group to study this issue six months before any of this happened, he said.

HEALS Act Offers $20 Billion to Ag- AFBF Cheers
|
Yesterday, Senate leadership introduced the
Health Economic Assistance Liability Protection and Schools (HEALS) Act.
The HEALS Act is the latest in response to the COVID-19 national emergency and would provide an additional $20 billion to the U.S. Department of Agriculture to help farmers and ranchers.
American Farm Bureau President
Zippy Duvall
praised the proposal saying “We are grateful to Leader McConnell and Senate Leadership for placing a high priority on bringing relief to America’s farmers and ranchers throughout this crisis. The additional $20 billion for agriculture in the HEALS Act would come at a critical time as the impact of this pandemic continues to hit our farms and rural communities
.
According to details released with the bill-
The $20 billion has few restrictions and can be used “to prevent, prepare for, and respond to coronavirus by providing support for agricultural producers, growers, and processors impacted by coronavirus, including producers, growers, and processors of specialty crops, non-specialty crops, dairy, livestock and poultry, including livestock and poultry depopulated due to insufficient processing access and growers who produce livestock or poultry under a contract for another entity.”

Inhofe Puts Hold on FCC Commissioner Nomination Over GPS
|
U.S. Sen. Jim Inhofe (R-Okla.) announced that he has placed a hold on the nomination of Mike O’Rielly to be FCC Commissioner until O’Rielly publically commits to vote to overturn the current Ligado Order.
“Over the past few months, I have sent letters, held hearings and called countless officials to highlight what we all know to be true: the FCC’s Ligado Order is flawed and will lead to significant harm to our military and the thousands of individuals and businesses that rely on GPS. The Trump administration understands this and has urged the FCC to reconsider the Ligado Order.
“I am holding Commissioner O’Rielly’s nomination until he publically states that he will vote to overturn the current Ligado Order. I understand that O’Rielly has stated that he would give ‘due consideration to a stay’ ‘based on new data or evidence’ – but that isn’t enough. This isn’t just about our military, but all users of GPS are united in opposition. All of America can’t be wrong, and he understands that. I need his commitment in plain English to vote to overturn the order, not just consider it, before I will allow his nomination to proceed.”
GPS is a critical element in the ability to modern production agriculture as it is crucial in precision agriculture.

Vegan Senator Booker Introduces Line Speed Bill to Protect Meatpacking Workers

Today,
Senator Cory Booker i
ntroduced a bill that aims to prohibit meat processing and slaughter plants from operating at dangerously high speeds, practices that have contributed to the COVID outbreaks at poultry, pig and cattle facilities in recent months.
He was joined by his colleagues Senators Richard Blumenthal, Elizabeth Warren, Dianne Feinstein, Bernie Sanders, Jeff Merkley, and Kamala Harris as original co-sponsors.
The bill is a companion to a House proposal called the Safe Line Speeds in COVID-19 Act, introduced earlier this month by Rep. Marcia Fudge (D-OH). That measure was endorsed by a broad coalition of consumer, animal welfare, and workers’ advocacy organizations.
In response to the Booker announcement, Food & Water Watch/Food & Water Action Senior Government Affairs Representative Tony Corbo released the following statement:
“The industry has been able to get what it wants from the Trump administration, with disastrous consequences for public safety and workers’ lives. The industry’s preferred approach to the pandemic has been to speed up production and reduce government oversight, which has placed workers, safety inspectors, and their families at great risk. Senator Booker has been a leader on agriculture and food safety, and we look forward to working hard to work to make this important bill into law.”

As we wrap up our time here in Denver late today for the Summer Business Meeting of the Cattle Industry- I am a little surprised at the number of cattle producers that are here to be a part of the decision marking process here in 2020.
A news release out last night from NCBA notes that more than 800 are in attendance- and it's hard to see that many as the Gaylord Rockies has things really spaced out for the group. The opening General Session lunch yesterday only had a couple of hundred people in the main room- but they had a couple of overflow rooms to keep social distancing in place.
It's really only the NCBA live in person for this 2020 meeting- as the CBB is all virtual on Zoom for their sessions while the ANCW will have a virtual summer business session in a couple of weeks.

Eight Oklahoma counties have confirmed cases of VSV- Vasicular Stomatitus- and State Vet

asks the livestock community to be aware-
Please pay particular attention and be on the alert for suspect cases and continue to report them to us.
Because of the outbreak we have instituted Intrastate requirements for CVIs for livestock moving from Counties with confirmed positive cases. This includes livestock exhibitions, rodeos, County Fairs, private treaty sales, livestock auctions, and any other commingling of livestock. Those livestock must have a CVI and examination by a veterinarian within 5 days of the movement with this statement on it: "All animals identified on this certificate of veterinary inspection have been examined and found to be free from signs of vesicular stomatitis and have not originated from a premise which is under quarantine for vesicular stomatitis."
