Congressman Frank Lucas Describes $3.5 Trillion Budget Plan as Haphazard
|
This week, the U.S. House of Representatives voted to extend government funding through Dec. 3, avoiding a partial government shutdown. The continuing resolution also uncapped the federal debt ceiling through the end of fiscal year 2022.
After that vote, I spoke with Congressman Frank Lucas, on why the budget process for fiscal year 2022 has Lucas concerned for several reasons.
“Think of this (bill) as Obamacare for the rest of the federal government,” Lucas said. “(It is) just an amazing amount of money, in a hurry, in the most haphazard way.”
Lucas also said he finds House Agriculture Committee members’ failure to include conservation dollars in the mark up for fiscal year 2022 spending, instead ensuring it would be addressed later.
“I was taken aback,” Lucas said. “I have had discussions with various active members of the committee now, and they are kind of bewildered too.”
He said if this is a tactic from the Biden-Harris administration to force new conservation concepts into legislation, Lucas said they had better be prepared for pushback.

Don Close, VP of Rabo AgriFinance Explains How Beef Won Over the Chinese Consumer
|
Today, I got the Beef Buzz from Don Close, senior vice president for food and ag research, animal protein at Rabo AgriFinance, on why beef demand is so high in China.
A colleague of Close’s is finishing up research in China, where she has been studying beef demand.
“Her real takeaway is, this demand for beef in China is not going to go away,” Close said. “The opportunities that brings for the U.S. are incredible.”
Close said two impactful events and timing allowed beef to go from being enjoyed while dining out in China, to being cooked at home.
“The real driver that she brings up is, not only was China suffering from swine fever … that narrowed the price spread between beef and pork, so it made beef the valued product,” Close said. “Then we got hit with COVID and prior to covid, the overwhelming majority of beef consumption in China was meals away from home. Stay-at-home orders forced the Chinese consumer to learn how to prepare beef at home in an expeditious manner.”

OSU's Paul Beck Presents Part One of Making Money in the Cattle Business: Buy Low and Sell High
|
Today on Cow-Calf Corner, Oklahoma State University Extension Beef Cattle Nutrition Specialist Paul Beck talks about part one of making money in the cattle business.
“When I was a kid, my Great Uncle Ed Frank would come visit us from Arkansas. Years before he had sold his ranching operation in western Oklahoma and bought a farm in the Arkansas Delta. His business model was ultimately based on grazing Mississippi Levee land for $1/mile for the season with calves bought cheap from sale barns in Louisiana, Mississippi and Arkansas before shipping them to feed yards in the Texas Panhandle. As an impressionable youth, I asked him, 'how do you make money in the cattle business?' His answer blew me away with its wisdom and simplicity.
“He said, ‘Buy low, sell high, keep ‘em alive, and put gain on ‘em cheap.’
"For cow-calf producers, we can do this when we expand our operation while the rest of the industry is in the contraction phase of the cattle cycle."

During Fair Season, Animal Health is Imperative Locally and Globally
|
People aren’t the only ones who go to the fair - so do farm animals. Keeping everyone safe and healthy is what Dr. Gary Stone, animal inspector at the Oklahoma State Fair, does well. He talked with KC Sheperd, associate farm director for Radio Oklahoma Ag Network, about what it takes to ensure every animal at the fair is healthy.
“First of all, we are looking at the health certificate and the official I.D.,” Stone said. “We need to make sure that we have some means of capturing where animals are and where animals will go.”
Stone says when it comes to disease outbreaks, it is a matter of when - not if.
“We are going to need to be able to get our arms around that (outbreak) very rapidly,” Stone said. “The speed of our response will directly affect the confidence that our trading partners have with us.”

African Swine Fever Has Jumped the Border Into Haiti
|
The Department of Agriculture’s Animal and Plant Health Inspection Service calls the discovery of African swine fever in Haiti unfortunate, but not unexpected. Monday, a case of ASF was reported to the World Organization for Animal Health after confirmed by USDA's Plum Island, New York, facility. The sample was collected from a pig in a province bordering the Dominican Republic, where ASF was discovered this summer.
In a statement, APHIS said it has numerous interlocking safeguards in place to prevent ASF from entering the United States. Pork and pork products from Haiti and the Dominican Republic are prohibited entry to the United States because of existing classical swine fever restrictions.
After ASF was detected in the Dominican Republic, APHIS increased surveillance and safeguards in U.S. territories. APHIS continues to work with partners, including the U.S. Customs and Border Protection and the U.S. swine industry, to prevent ASF from entering the United States.
African swine fever is harmless to humans but often fatal to pigs. It originated in Africa before spreading to Europe and Asia and has killed hundreds of millions of pigs.
The disease spread rapidly in China starting three years ago and wiped out half the country's hog herd within a year.
In Haiti, the outbreak is the latest challenge for residents and the government following an earthquake and the president's assassination.
