The American Farmers & Ranchers (AFR) Cooperative is gearing up for its annual convention, promising a weekend packed with legislative discussions, educational sessions, and celebration of Oklahoma’s agricultural youth. In a recent interview, Farm Director KC Sheperd sat down with AFR President Scott Blubaugh to preview the event, which is set to take place in Norman, Oklahoma.


Navigating “Hot Button” Issues

A primary focus of this year’s convention will be addressing the pressing legislative issues facing rural Oklahoma. President Blubaugh highlighted that several state legislators will be in attendance to speak, alongside presentations on upcoming state questions.

AFR maintains a policy of neutrality regarding how members should vote, focusing instead on education. “We don’t tell our members how to vote,” Blubaugh explained. “We just educate them at both sides of the issue and let them make up their own mind”.

Key policy topics on the agenda include:

  • Property Taxes: With various proposals circulating—some suggesting the elimination of property taxes entirely or specific cuts for seniors—AFR is closely monitoring how these changes might impact funding for county governments and rural schools.
  • Cell-Cultured Meat: A major priority for the organization this session is legislation regarding lab-grown meat. AFR is actively pushing for a ban on the manufacturing and sale of cell-cultured meat within the state of Oklahoma.
  • Insurance: Given the rising costs and confusion surrounding premiums, the convention will offer educational sessions to help members understand why rates are increasing and how to navigate their coverage.

Critical Support for Producers

Recognizing the financial strain currently affecting the cotton and grain sectors, AFR has organized a specialized legal panel. Three of the nation’s top agriculture attorneys will be present to discuss borrower rights regarding Farm Service Agency (FSA) and Farm Credit loans.

This session aims to support farmers facing loan renewals or potential default by clarifying what actions can and cannot be taken by lenders. “We felt like maybe it’s time to revisit some of these things that have been in law for a long time… most of us have forgotten about all these things,” said Blubaugh.

Youth and Entertainment Highlights

The convention is not strictly business; it also serves as a celebration of the cooperative’s community.

  • Youth Night (Friday): The event kicks off with a focus on the next generation. Friday night will feature scholarship presentations and awards for students who have excelled over the past year. Bill Shelby, President of Armstrong Bank and an alumnus of the AFR youth program, will speak to the students about his experiences growing up in the organization.
  • Entertainment: For the banquet, attendees can expect lighthearted entertainment from Lucas Ross, a well-known personality from KFOR (Channel 4), who will bring his banjo and comedy routine to the stage.

Event Schedule and Logistics

The convention runs from Friday the 13th through Sunday the 15th at the Embassy Suites in Norman.

  • Friday: Business meetings for affiliates (including the Oklahoma Certified Beef Association and AFR Foundation) and Youth Night activities.
  • Saturday: The main general session featuring speakers like Jeff Kippley, Vice President of the National Farmers Union, who will provide updates on federal issues from Washington D.C..
  • Sunday: A non-denominational worship service featuring singing and entertainment.

Registration and Governance

While the event includes business meetings for delegates to debate and vote on policy, registration is open to the public. President Blubaugh noted that this year is unique in terms of elections: none of the incumbents faced an opponent, meaning there will be no contested leadership elections.

Regarding the venue, Blubaugh addressed recent news about a water leak at the Embassy Suites, playfully assuring attendees that the hotel has promised all repairs are complete and the facility is ready for the convention.
