The Honorable Angie Craig
Ranking Member
Committee on Agriculture
U.S. House of Representatives
Washington, D.C. 20515

Dear Chairman Thompson and Ranking Member Craig,

The Farm Credit Council is pleased to share our support for the Farm, Food, and National Security Act of 2026 and urges completion of the Farm Bill this year.

While vital provisions for U.S. agriculture were included in the budget reconciliation law last year, many policies – including those impacting credit availability – remain stuck in 2018 and need to be modernized. The Farm, Food, and National Security Act of 2026 will provide certainty and growth opportunities for farmers, ranchers, and rural communities.

This legislation includes provisions from six important bipartisan marker bills to expand credit availability, especially for young and beginning farmers; modernize programs; and reduce regulatory burdens on producers and their ag lenders. Specifically, this bill will update Farm Service Agency (FSA) loan limits and program eligibility requirements to reflect agriculture needs today, and it will strengthen rural communities by allowing additional financing options for essential community facilities like hospitals, fire stations, skilled nursing facilities, and childcare centers.

With the U.S. farm economy and rural communities facing ongoing challenges, Congress must get Farm Bill 2.0 across the finish line this year. We urge your committee to take the important first step by marking up and passing the Farm, Food, and National Security Act of 2026.

As the process advances, we look forward to working closely with you and your staff to secure inclusion of additional measures that have been introduced with broad bipartisan support, including the Farm Credit Adjustment Act and the FARM Home Loans Act.

Thank you for your leadership and continued commitment to America’s farmers, ranchers, and rural communities.

Sincerely,

Christy Seyfert
President and CEO, Farm Credit Council
