Hilliary Communications’ Cheif Financial Officer Appointed by Governor of Oklahoma to OESC Board

Hilliary Communications, a leading communications company serving customers in Oklahoma, Texas and Iowa, today praised the appointment by Gov. Kevin Stitt of Dino “Dean” Pennello to the Oklahoma Employment Security Commission (OESC), a state agency responsible for supporting Oklahoma job seekers and maintaining the Unemployment Insurance Program, a fund that has historically held and facilitated more than a billion dollars in a given year.

Kevin Stitt made a smart choice in appointing Dean to the OESC board, as Hilliary Communications’ is a stronger company because of Dean’s 40-year financial expertise in accounting, taxes and regulatory compliance,” said Dustin Hilliary, managing partner of Hilliary Communications. “Oklahomans can be confident Dean will be questioning every dollar and contract to ensure OESC is fiscally responsible in serving the job seeker and employers while also protecting the taxpayers.” 

Pennello is chief financial officer of all Hilliary companies and is responsible for producing financial reporting, cost studies, and providing oversight of independent audits. He has more than 16 years of experience in the telecom sector as well as more than 25 years in the banking industry.

Pennello leads Hilliary Communications in all accounting and tax-related issues from planning to preparation, regulatory oversight of governmental loan and audit programs (USDA, FCC, PUD), grant recipient reporting, and regulatory compliance. He acts as a liaison for various outside professional services, including tax, CPA firms and other governmental agencies, and plays a fundamental role in strategic planning and implementation of the annual budget, project feasibility research, analysis, and preparation for capital expenditures. 

Additionally, Pennello handles the daily operations and logistics of more than 140 employees, supervisors, directors and senior executives, and serves on the company’s board of directors.

Pennello is replacing Dustin Hilliary, who was appointed as an Oklahoma State Regent for Higher Education in 2021.
