
AMCOT strongly commends the bipartisan, coast-to-coast congressional support for the Buying American Cotton Act (BACA). The legislation, first introduced in the U.S. Senate as S.1919 in May 2025 by Senator Cindy Hyde-Smith (R-MS) and yesterday introduced as H.R. 7230 in the U.S. House of Representatives by Congressman Greg Murphy (R-NC) alongside Congresswoman Terri Sewell (D-AL), would create clear, tax-driven incentives that encourage lasting structural changes in how the U.S. textile and apparel supply chain sources raw fiber. The new measures favor U.S.-grown
cotton and reinforce a critical domestic industry through improved demand consistency for U.S. raw cotton and U.S. cotton value-added product built off the strength of robust American retail.
“We commend the Senate and House sponsors and co-sponsors for their leadership in advancing this critical legislation. BACA would help reorient the massive U.S. textile and apparel supply chains back toward U.S. raw cotton and U.S. manufactured cotton product,” said Meredith Allen, Chairman of Amcot.
“Its timing is especially critical for farm and textile communities that continue to lose market share to foreign-produced fibers”.
